Agreement (\u57c3\u65af\u5361\u8607\u5354\u5b9a)<a href=\"#_ftn1\" name=\"_ftnref1\">[1]<\/a>\u548cAarhus Convention(\u5967\u723e\u80e1\u601d\u516c\u7d04)<a href=\"#_ftn2\" name=\"_ftnref2\">[2]<\/a>\uff0c\u5169\u500b\u516c\u7d04\u7684\u6838\u5fc3\u7cbe\u795e\u7686\u5728\u65bc\u74b0\u5883\u6c11\u4e3b\uff1a\u8cc7\u8a0a\u516c\u958b\u3001\u6c7a\u7b56\u53c3\u8207\u53ca\u53f8\u6cd5\u6551\u6fdf\u3002\u4e9e\u6d32\u76ee\u524d\u5c1a\u7121\u985e\u4f3c\u7684\u516c\u7d04\u5b58\u5728\uff0c\u800c\u5967\u723e\u80e1\u601d\u516c\u7d04\u96d6\u6709\u958b\u653e\u6b50\u6d32\u4ee5\u5916\u7684\u806f\u5408\u570b\u6703\u54e1\u570b\u53c3\u8207\uff0c\u4f46\u56e0\u53f0\u7063\u5c1a\u975e\u806f\u5408\u570b\u6703\u54e1\u570b\uff0c\u56e0\u6b64\u76ee\u524d\u4ecd\u7121\u53c3\u8207\u7684\u8cc7\u683c\u3002<\/p>\n<p>\u516c\u7d04\u7684\u7cbe\u795e\uff0c\u662f\u7576\u4ee3\u74b0\u5883\u6c11\u4e3b\u7684\u91cd\u8981\u5be6\u8e10\uff0c\u5c0d\u53f0\u7063\u6975\u5177\u53c3\u8003\u50f9\u503c\uff0c\u671f\u5f85\u672a\u4f86\u53f0\u7063\u80fd\u901a\u904e\u5967\u723e\u80e1\u601d\u516c\u7d04\u65bd\u884c\u6cd5\uff0c\u4e26\u4f9d\u6b64\u6aa2\u8a0e\u76f8\u95dc\u73fe\u884c\u6cd5\u4ee4\uff0c\u6b64\u4e0d\u50c5\u6709\u52a9\u65bc\u548c\u570b\u969b\u793e\u6703\u63a5\u8ecc\uff0c\u4ea6\u6709\u52a9\u65bc\u53f0\u7063\u74b0\u5883\u6c11\u4e3b\u7684\u767c\u5c55\u3002<\/p>\n<p><strong><img
