\u53f0\u7063\u7684\u4eba\u6c11\u8ddf\u74b0\u5883\u66ff\u5851\u81a0\u7522\u54c1\u7684\u51fa\u53e3\uff0c\u4ed8\u51fa\u6c89\u91cd\u7684\u4ee3\u50f9\u3002\u70ba\u4e86\u4f9b\u61c9\u77f3\u5316\u5de5\u696d\u7528\u6c34\uff0c\u653f\u5e9c\u5728\u53f0\u7063\u6bcd\u89aa\u4e4b\u6cb3\u2500\u6fc1\u6c34\u6eaa\u7684\u4e0a\u6e38\u8208\u5efa\u4e86\u5927\u58e9\uff0c\u622a\u65b7\u6fc1\u6c34\u6eaa\u81ea\u7136\u6c34\u6d41\uff0c\u5c0e\u81f4\u4e2d\u4e0b\u6e38\u8fb2\u696d\u8207\u74b0\u5883\u7528\u6c34\u7684\u7f3a\u4e4f\uff1b\u800c\u9ea5\u5bee\u77f3\u5316\u5de5\u696d\u5712\u5340\uff0c\u4ee5\u53ca\u9ad8\u96c4\u77f3\u5316\u7522\u696d\u805a\u843d\u7684\u767c\u5c55\uff0c\u5247\u662f\u4ee5\u9130\u8fd1\u793e\u5340\u5c45\u6c11\u7684\u5b89\u5168\u8207\u5065\u5eb7\u70ba\u4ee3\u50f9\uff0c\u4e0d\u6642\u7684\u5de5\u5b89\u7206\u70b8\u610f\u5916\uff0c\u4ee5\u53ca\u9ad8\u5ea6\u7684\u764c\u75c7\u7b49\u75be\u75c5\u98a8\u96aa\uff0c\u8b93\u9130\u8fd1\u5c45\u6c11\u7121\u6cd5\u5b89\u5c45\u3002\u800c\u77f3\u5316\u7522\u696d\u6392\u653e\u5de8\u91cf\u7684\u6eab\u5ba4\u6c23\u9ad4\uff0c\u5247\u662f\u53f0\u7063\u9081\u5411\u6de8\u96f6\u7684\u4e00\u5927\u6311\u6230\u3002\u8eab\u70ba\u77f3\u5316\u7522\u696d\u7684\u53d7\u5bb3\u8005\uff0c\u4ee5\u53ca\u5730\u7403\u516c\u6c11\u7684\u4e00\u5206\u5b50\u3002\u6211\u5011\u652f\u6301\u5168\u7403\u5851\u81a0\u689d\u7d04\u5fc5\u9808\u7d0d\u5165\u6709\u6548\u6e1b\u5c11\u5168\u7403\u5851\u81a0\u751f\u7522\u7684\u689d\u6587\u3002\u6211\u5011\u76f8\u4fe1\u5f9e\u6e90\u982d\u6e1b\u5c11\u5851\u81a0\u751f\u7522\uff0c\u662f\u6700\u6709\u6548\u6e1b\u5c11\u5851\u81a0\u6c61\u67d3\u7684\u65b9\u5f0f\u3002<\/span><\/p>\n

\u7531\u65bc\u570b\u969b\u653f\u6cbb\u7684\u56e0\u7d20\uff0c\u53f0\u7063\u88ab\u8feb\u7121\u6cd5\u53c3\u52a0\u5168\u7403\u5851\u81a0\u689d\u7d04\u7684\u8ac7\u5224\uff0c\u6700\u7d42\u4e5f\u4e0d\u53ef\u80fd\u6210\u70ba\u6b63\u5f0f\u7de0\u7d04\u570b\u3002\u6211\u5011\u8a8d\u70ba\u53f0\u7063\u5728\u5168\u7403\u5851\u81a0\u689d\u7d04\u653f\u5e9c\u9593\u8ac7\u5224\u4e2d\u7684\u7f3a\u5e2d\uff0c\u5c07\u8b93\u8ac7\u5224\u904e\u7a0b\u7f3a\u5c11\u66f4\u591a\u4f86\u81ea\u50f9\u503c\u93c8\u4e2d\u4e0a\u6e38\u7684\u89c0\u9ede\uff1b\u66f4\u91cd\u8981\u7684\uff0c\u82e5\u689d\u7d04\u5728\u975e\u7de0\u7d04\u570b\u53ca\u5851\u81a0\u8cbf\u6613\u7f3a\u4e4f\u8db3\u5920\u5f37\u5ea6\u7684\u898f\u7bc4\uff0c\u5c07\u5c0e\u81f4\u5982\u53f0\u7063\u9019\u6a23\u91cd\u8981\u7684\u5851\u81a0\u751f\u7522\u57fa\u5730\u6210\u70ba\u689d\u7d04\u7684\u6cd5\u5916\u4e4b\u5730\uff0c\u5168\u7403\u5851\u81a0\u751f\u7522\u6703\u5927\u5e45\u79fb\u52d5\u81f3\u975e\u7de0\u7d04\u570b\uff0c\u5c0e\u81f4\u975e\u7de0\u7d04\u570b\u7684\u74b0\u5883\u8207\u6c11\u773e\u5065\u5eb7\u66f4\u53d7\u5851\u81a0\u751f\u7522\u885d\u64ca\uff0c\u4e26\u6e1b\u640d\u5851\u81a0\u689d\u7d04\u6e1b\u5c11\u5168\u7403\u5851\u81a0\u6c59\u67d3\u8207\u5851\u81a0\u751f\u7522\u7684\u6548\u679c\u3002<\/span><\/p>\n

\n1.\u653f\u5e9c\u9593\u5354\u5546\u59d4\u54e1\u6703\uff0c\u61c9\u8b93\u53f0\u7063\u4ee5\u89c0\u5bdf\u54e1\u7684\u8eab\u5206\uff0c\u53c3\u8207\u672a\u4f86\u5168\u7403\u5851\u81a0\u689d\u7d04\u7684\u653f\u5e9c\u9593\u5354\u5546\uff0c\u70ba\u7814\u64ec\u66f4\u5b8c\u6574\u7684\u689d\u7d04\u5167\u5bb9\u4f5c\u51fa\u8ca2\u737b\u3002<\/span>

\nStatement from Residents and Civic Groups in Taiwan Affected by the Petrochemical Industry on Global Plastic Treaty Negotiations:<\/span><\/strong><\/p>\n

Intergovernmental negotiations must include Taiwan’s voice, and the treaty should strengthen <\/span>provisions on non-party countries and trade!<\/span><\/strong><\/p>\n

We, the residents affected by pollution from the petrochemical industrial zones and civic groups concerned about the environment, health, and climate impacts of the petrochemical industry, come from Taiwan. 70% of Taiwan’s petrochemical products are exported; we import petrochemical raw materials, produce plastic materials in Taiwan, and export them worldwide. According to a<\/span>
\nreport from the United Nations Conference on Trade and Development, Taiwan ranks among the top 10 in global plastic imports and exports. Taiwan accounts for 20% of the total global export<\/span>
\nvalue of general plastic materials such as ABS and SAN, primarily exporting to China and Southeast Asia. Taiwan plays a crucial role in the global petrochemical and plastic industry chain.<\/span><\/p>\n

The people and environment in Taiwan pay a heavy price for the export of plastic products. To supply water to the petrochemical industry, the government built dams upstream of Taiwan’s<\/span>
\nmother river, the Zhuoshui River, disrupting its natural flow and causing a lack of water for agriculture and environmental purposes downstream. The development of the Mailiao<\/span>
\nPetrochemical Industrial Park in central Taiwan and the petrochemical industry settlements in Kaohsiung comes at the cost of the safety and health of nearby communities, with frequent<\/span>
\nindustrial accidents and high risks of diseases such as cancer, making it unbearable for residents in the vicinity. Furthermore, the substantial emissions of greenhouse gasses from the petrochemical industry pose a significant challenge for Taiwan’s path towards net zero.As victims of the petrochemical industry and as global citizens, we support the inclusion of effective measures to reduce global plastic<\/span>
\nproduction in the global plastic treaty. We believe that reducing plastic production at its source is the most effective way to mitigate plastic pollution.<\/span><\/p>\n

Due to international political factors, Taiwan is forced to be excluded from the negotiations of the global plastic treaty and cannot become a formal party. We believe that Taiwan’s absence in the<\/span>
\ngovernment negotiations of the global plastic treaty will lead to a lack of perspectives from the upstream of the value chain. More importantly, if the treaty lacks strong provisions on non-party<\/span>
\ncountries and trade, important plastic production bases like Taiwan might become loopholes in the treaty. Global plastic production may significantly shift to non-party countries, further impacting<\/span>
\nthe environment and public health in these countries and undermining the effectiveness of the plastic treaty in reducing global plastic pollution and production.<\/span><\/p>\n

  1. The Intergovernmental Negotiating Committee should allow Taiwan to participate in the future global plastic treaty negotiations as a observer to contribute to the development of a more<\/span><\/strong>
    \ncomprehensive treaty.<\/span><\/strong><\/li>\n
  2. The global plastic treaty must include clear provisions on trade with non-party countries Through trade clauses, non-party countries should be compelled to adhere to the regulations of the global plastic treaty to engage in plastic trade with parties.<\/span><\/strong><\/li>\n<\/ol>\n
