img_size=&#8221;medium&#8221;][\/vc_column][\/vc_row][vc_row][vc_column][vc_column_text]<span style=\"font-weight: 400; color: #000000;\">\u53f0\u5851\u96c6\u5718\uff08Formosa Plastics Group, FPG\uff09\u662f\u53f0\u7063\u6700\u5927\u7684\u4f01\u696d\u96c6\u5718\u4e4b\u4e00\uff0c\u4e5f\u662f\u5168\u7403\u6700\u5927\u7684\u77f3\u5316\u8207\u5851\u81a0\u88fd\u9020\u5546\u4e4b\u4e00\u3002\u8a72\u96c6\u5718\u7372\u5f97\u4e86\u8fd120\u5104\u7f8e\u5143\u7684\u6c38\u7e8c\u9023\u7d50\u8cb8\u6b3e\uff0c\u4e26\u88ab\u7d0d\u5165\u8d85\u904e40\u500bESG\uff08\u74b0\u5883\u3001\u793e\u6703\u8207\u516c\u53f8\u6cbb\u7406\uff09\u6a19\u7c64\u57fa\u91d1\u3002\u7136\u800c\uff0c\u53f0\u5851\u7684\u6b77\u53f2\u7d00\u9304\u986f\u793a\uff0c\u5b83\u5728\u74b0\u5883\u6cd5\u898f\u4e0a\u662f\u5c62\u72af\u4e0d\u6539\u7684\u300c\u6163\u72af\u300d\uff0c\u5c0d\u4eba\u985e\u5065\u5eb7\u3001\u751f\u614b\u7cfb\u7d71\u8207\u5168\u7403\u6c23\u5019\u7686\u69cb\u6210\u56b4\u91cd\u5a01\u8105\u3002<\/span><\/p>\n<p><span style=\"font-weight: 400; color: #000000;\">\u53f0\u5851\u96c6\u5718\u5728\u6c38\u7e8c\u767c\u5c55\u4e0a\u7684\u5931\u6557\uff0c\u4e5f\u672a\u70ba\u5176\u8ca1\u52d9\u8868\u73fe\u5e36\u4f86\u6b63\u9762\u52a9\u76ca\u3002\u81ea2024\u5e74\u521d\u4ee5\u4f86\uff0c\u8a72\u96c6\u5718\u4e3b\u8981\u516c\u53f8\u5e02\u503c\u5df2\u8170\u65ac\uff0c\u5229\u6f64\u5927\u5e45\u4e0b\u6ed1\u8207\u50b5\u52d9\u6500\u5347\uff0c\u4e5f\u5c0e\u81f4\u5176\u4fe1\u7528\u8a55\u7b49\u906d\u4e3b\u8981\u6a5f\u69cb\u4e0b\u8abf\u3002<\/span><\/p>\n<p><span style=\"font-weight: 400; color: #000000;\">\u672c\u5831\u544a\u6aa2\u8996\u4e86\u53f0\u5851\u96c6\u5718\u7684ESG\u8868\u73fe\uff0c\u767c\u73fe\u4ee5\u4e0b\u91cd\u9ede\uff1a<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"color: #000000;\"><b>\u6c23\u5019\uff1a<\/b><span style=\"font-weight: 400;\">\u5118\u7ba1\u53f0\u5851\u8072\u7a31\u76ee\u6a19\u70ba\u300c2050\u5e74\u9054\u5230\u78b3\u4e2d\u548c\u300d\uff0c\u4f46\u5176\u5be6\u969b\u884c\u52d5\u8207\u63a7\u5236\u5168\u7403\u5347\u6eab\u5c0f\u65bc1.5\u00b0C\u7684\u53ef\u884c\u8def\u5f91\u300c\u9ad8\u5ea6\u4e0d\u4e00\u81f4\u300d\u3002\u8a72\u96c6\u5718\u5728\u5236\u8a02\u6e1b\u78b3\u7b56\u7565\u8207\u8f49\u578b\u8a08\u756b\u65b9\u9762\u672a\u9054\u6a19\u6e96\u30022022 \u5e74\uff0c\u53f0\u5851\u96c6\u5718\u4e0b\u56db\u5927\u516c\u53f8\uff08\u90e8\u5206\u6578\u64da\u53ef\u80fd\u6709\u91cd\u758a\uff09\u7684\u7bc4\u7587\u4e00\u3001\u4e8c\u8207\u4e09\u78b3\u6392\u653e\u91cf\u5408\u8a08\u9ad8\u90541.43\u5104\u5678\u4e8c\u6c27\u5316\u78b3\u7576\u91cf\uff08MtCO2e\uff09\uff0c\u8d85\u904e165\u500b\u570b\u5bb6\u7684\u6eab\u5ba4\u6c23\u9ad4\u6392\u653e\u91cf\u3002<\/span><\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"color: #000000;\"><b>\u74b0\u5883\uff1a<\/b><span style=\"font-weight: 400;\">\u81ea2010\u5e74\u4ee5\u4f86\uff0c\u53f0\u5851\u96c6\u5718\u56e0164\u9805\u74b0\u5883\u9055\u898f\u884c\u70ba\uff0c\u5df2\u7d2f\u7a4d\u8d85\u904e5.35\u5104\u7f8e\u5143\u7f70\u6b3e\u30022016 \u5e74\u53f0\u5851\u5728\u8d8a\u5357\u9020\u6210\u8a72\u570b\u53f2\u4e0a\u6700\u56b4\u91cd\u7684\u6d77\u6d0b\u6c61\u67d3\u707d\u96e3\uff0c\u6578\u767e\u516c\u91cc\u6d77\u5cb8\u906d\u6709\u6bd2\u5316\u5b78\u7269\u8cea\u6c61\u67d3\uff0c\u5f71\u97ff\u6578\u842c\u6c11\u773e\u751f\u8a08\u30022019\u5e74\uff0c\u7f8e\u570b\u5fb7\u5dde\u7684\u6c34\u6c61\u67d3\u6848\u4ef6\u4ee55000\u842c\u7f8e\u5143\u9054\u6210\u548c\u89e3\uff0c\u4f46\u81f3\u4eca\u53f0\u5851\u4ecd\u6301\u7e8c\u6c61\u67d3\u7576\u5730\u6c34\u57df\uff0c\u5f8c\u7e8c\u53c8\u65b0\u589e\u4e862800\u842c\u7f8e\u5143\u7f70\u6b3e\u3002<\/span><\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"color: #000000;\"><b>\u4eba\u6b0a\uff1a<\/b><span style=\"font-weight: 400;\">\u53f0\u5851\u96c6\u5718\u5728\u7f8e\u570b\u8def\u6613\u65af\u5b89\u90a3\u5dde\u63a8\u52d5\u7684\u300c\u967d\u5149\u8a08\u756b\u300d\uff08Sunshine Project\uff09\u906d\u806f\u5408\u570b\u4eba\u6b0a\u5c08\u5bb6\u56b4\u53b2\u6279\u8a55\uff0c\u7a31\u6b64\u8a08\u756b\u53ca\u8a72\u5730\u5340\u5167\u7684\u5176\u4ed6\u77f3\u5316\u64f4\u5f35\u8a08\u756b\u5c6c\u65bc\u4e00\u7a2e\u300c\u74b0\u5883\u7a2e\u65cf\u4e3b\u7fa9\u300d\uff0c\u4e26\u5a01\u8105\u4eba\u6c11\u7684\u300c\u5e73\u7b49\u8207\u4e0d\u6b67\u8996\u6b0a\u3001\u751f\u547d\u6b0a\u3001\u5065\u5eb7\u6b0a\u3001\u9069\u8db3\u751f\u6d3b\u6b0a\u8207\u6587\u5316\u6b0a\u300d\u3002\u8d8a\u5357\u74b0\u5883\u707d\u96e3\u4e5f\u5c0e\u81f4\u793e\u5340\u88ab\u8feb\u9077\u79fb\uff0c\u53d7\u5bb3\u8005\u6297\u8b70\u6642\u906d\u902e\u6355\u8207\u904e\u5ea6\u57f7\u6cd5\u3002<\/span><\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"color: #000000;\"><b>\u52de\u52d5\uff1a<\/b><span style=\"font-weight: 400;\">\u53f0\u5851\u96c6\u5718\u65d7\u4e0b\u7684\u798f\u61cb\u8208\u696d\uff08Formosa Taffeta\uff09\u5728\u8d8a\u5357\u540c\u5948\u7701\u7684\u7d21\u7e54\u5de5\u5ee0\u88ab\u6307\u63a7\u56b4\u91cd\u4fb5\u72af\u52de\u52d5\u6b0a\uff0c\u5305\u62ec\u8105\u8feb\u52de\u52d5\u3001\u5de5\u8cc7\u9055\u898f\u8207\u8077\u696d\u5b89\u5168\u554f\u984c\u3002\u5305\u62ec\u632a\u5a01\u653f\u5e9c\u5168\u7403\u9000\u4f11\u57fa\u91d1\uff08GPFG\uff09\u5728\u5167\u7684\u591a\u5bb6\u6295\u8cc7\u6a5f\u69cb\uff0c\u5df2\u56e0\u6b64\u5c07\u5176\u5254\u9664\u51fa\u6295\u8cc7\u7d44\u5408\u3002<\/span><\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"color: #000000;\"><b>\u6cbb\u7406\uff1a<\/b><span style=\"font-weight: 400;\">\u53f0\u5851\u96c6\u5718\u7684\u516c\u53f8\u67b6\u69cb\u6975\u70ba\u8907\u96dc\uff0c\u5305\u542b\u773e\u591a\u516c\u53f8\u3001\u5b50\u516c\u53f8\u8207\u95dc\u4fc2\u4f01\u696d\uff0c\u4e26\u900f\u904e\u4ea4\u53c9\u6301\u80a1\u5f62\u6210\u74b0\u72c0\u80a1\u6771\u95dc\u4fc2\uff0c\u63a9\u84cb\u4e86\u6700\u7d42\u5be6\u76ca\u6240\u6709\u6b0a\u8207\u5be6\u969b\u63a7\u5236\u4eba\u3002<\/span><\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400; color: #000000;\">\u672c\u5831\u544a\u4ecb\u7d39\u53f0\u7063\u3001\u7f8e\u570b\u8207\u8d8a\u5357\u7684\u6848\u4f8b\uff0c\u63ed\u793a\u8a72\u96c6\u5718\u4e00\u7cfb\u5217\u672a\u80fd\u843d\u5be6\u74b0\u5883\u3001\u793e\u6703\u8207\u516c\u53f8\u6cbb\u7406\u76f8\u95dc\u6a19\u6e96\u7684\u60c5\u6cc1\uff0c\u4e26\u8a18\u9304\u5176\u5982\u4f55\u6210\u70ba\u53f0\u7063\u6700\u5927\u4fc4\u7164\u9032\u53e3\u5546\u4e4b\u4e00\u3002<\/span><\/p>\n<p><span style=\"font-weight: 400; color: #000000;\">\u7a2e\u7a2e\u8b49\u64da\u986f\u793a\uff0c\u53f0\u5851\u96c6\u5718\u7684\u554f\u984c\u4e26\u975e\u500b\u5225\u5b50\u516c\u53f8\u812b\u5e8f\u884c\u70ba\u6216\u55ae\u4e00\u4e8b\u4ef6\uff0c\u800c\u662f\u53cd\u6620\u4e86\u4e00\u7a2e\u66f4\u5ee3\u6cdb\u7684\u4f01\u696d\u6587\u5316\uff0c\u4e0d\u65b7\u5c07\u63d0\u5347\u96c6\u5718\u75b2\u5f31\u7684\u7372\u5229\u80fd\u529b\u7f6e\u65bc\u4eba\u985e\u3001\u5730\u7403\u8207\u6cd5\u898f\u4e4b\u4e0a\u3002\u5728\u6b64\u8108\u7d61\u4e0b\uff0c\u53f0\u5851\u96c6\u5718\u4e0d\u50c5\u5c0d\u76e1\u8cac\u7684\u6295\u8cc7\u4eba\u548c\u5229\u5bb3\u95dc\u4fc2\u4eba\u69cb\u6210\u8072\u8b7d\u8207\u6cd5\u5f8b\u98a8\u96aa\uff0c\u66f4\u8207\u9577\u671f\u91cd\u8996\u6c38\u7e8c\u767c\u5c55\u3001\u4eba\u6027\u5c0a\u56b4\u8207\u6c23\u5019\u884c\u52d5\u7684\u50f9\u503c\u89c0\u56b4\u91cd\u4e0d\u7b26\u3002<\/span><\/p>\n<p><span style=\"font-weight: 400; color: #000000;\">\u672c\u5831\u544a\u6700\u5f8c\u63d0\u51fa\u5177\u9ad4\u5efa\u8b70\uff0c\u8aaa\u660e\u91d1\u878d\u6a5f\u69cb\u3001ESG\u8a55\u7b49\u6a5f\u69cb\u8207\u4fe1\u7528\u8a55\u7b49\u6a5f\u69cb\u61c9\u5982\u4f55\u8207\u53f0\u5851\u96c6\u5718\u63a5\u89f8\uff0c\u4e26\u5efa\u8b70\u53f0\u5851\u96c6\u5718\u5982\u4f55\u6539\u5584\u5176\u52a3\u8de1\u6591\u6591\u7684\u7d00\u9304\u3002<\/span><\/p>\n<p><span style=\"font-size: 14pt; color: #000000;\"><a style=\"color: #000000;\" href=\"https:\/\/drive.google.com\/file\/d\/1F_1qGRdWEtpl7jIGKkzqAOY1TLXcNGxW\/view?usp=sharing\"><b>\u3010\u4e2d\u6587\u7814\u7a76\u5831\u544a\u4e0b\u8f09\u3011<\/b><\/a><\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400; color: #000000;\">Formosa Plastics Group (FPG) is Taiwan\u2019s largest industrial conglomerate and one of the world\u2019s largest petrochemicals and plastics producers. It has received close to US$2 billion in sustainability-linked loans and is included in over 40 ESG-labelled funds.\u00a0 Yet FPG\u2019s track record demonstrates that it has been a \u201cserial offender\u201d against environmental regulations, posing a threat to human health, local ecosystems, and the global climate.<\/span><\/p>\n<p><span style=\"font-weight: 400; color: #000000;\">FPG\u2019s sustainability failures have not helped it financially. The Group\u2019s largest companies have lost half of their share value since the start of 2024, while a significant fall in profits and rising debts have triggered downgrades by major credit rating agencies.<\/span><\/p>\n<p><span style=\"font-weight: 400; color: #000000;\">This report examines how Formosa Plastics Group performs in relation to\u00a0 environmental, social and governance (ESG) standards. It finds that:<\/span><\/p>\n<ul>\n<li><span style=\"color: #000000;\"><b>Climate.<\/b><span style=\"font-weight: 400;\"> The conglomerate\u2019s objective to \u201cachieve carbon neutrality by 2050\u201d is not matched by its actions, which are \u201cstrongly misaligned\u201d with a credible pathway to limiting global warming to 1.5\u00b0C. It has fallen short on benchmarks to develop decarbonisation strategies and transition plans. The scope 1, 2 and 3 emissions attributed to FPG\u2019s four main companies, which may include some degree of overlap, amounted to 143 MtCO2e in 2022, higher than the greenhouse gas emissions of 165 countries.<\/span><\/span><\/li>\n<li><span style=\"color: #000000;\"><b>Environment. <\/b><span style=\"font-weight: 400;\">FPG has accrued over US$535 million in financial penalties for 164 separate environmental violations since 2010.It was responsible for Vietnam\u2019s worst-ever industrial disaster when a 2016 discharge of toxic chemicals devastated over a hundred miles of coastline, affecting tens of thousands of livelihoods. In 2019, it reached a US$50 million settlement for water violations in Texas, USA, but continues to pollute local waterways and has accrued a further $28 million in fines.<\/span><\/span><\/li>\n<li><span style=\"color: #000000;\"><b>Human Rights. <\/b><span style=\"font-weight: 400;\">FPG\u2019s proposed Sunshine Project in Louisiana, USA, has drawn criticism from UN human rights experts, who condemned this and other petrochemical expansion plans in the region as a form of \u201cenvironmental racism\u201d that pose a threat to the \u201cright to equality and non-discrimination, the right to life, the right to health, right to an adequate standard of living and cultural rights.\u201dThe environmental disaster in Vietnam also displaced communities, while protests by the victims have been met with arrests and excessive force.<\/span><\/span><\/li>\n<li><span style=\"color: #000000;\"><b>Labor. <\/b><span style=\"font-weight: 400;\">Formosa Taffeta has been accused of serious labor rights violations at a textile factory in Dong Nai Province, Vietnam, including coerced labor, wage violations and occupational safety issues.<\/span> <span style=\"font-weight: 400;\">A number of investors, including Norway\u2019s Government Pension Fund Global (GPFG), excluded investment in the company as a result.<\/span><\/span><\/li>\n<li><span style=\"color: #000000;\"><b>Governance. <\/b><span style=\"font-weight: 400;\">FPG\u2019s complex network of corporations, subsidiaries, and affiliates involves circular share\u00adholder relationships between and among the constituent companies, which obscures beneficial ownership and control.<\/span><\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400; color: #000000;\">We present case studies from Taiwan, United States and Vietnam that highlight a series of failings to uphold environmental, social and governance standards, as well as documenting how the company has emerged as one of Taiwan\u2019s leading importers of Russian coal.<\/span><\/p>\n<p><span style=\"font-weight: 400; color: #000000;\">\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400; color: #000000;\">The evidence suggests that FPG\u2019s failings are not isolated incidents or the actions of rogue subsidiaries \u2014 they represent a broader corporate culture that has repeatedly placed attempts to bolster the Group\u2019s faltering profitability above people, planet, and regulatory compliance.
